Researching the policy which influences the Chinese graduate education structure has an important meaning. It can optimize the Chinese graduate education macroscopical structure, form a reasonable and scientific graduate education structure system, and ensure the quality of graduate education and sustainable development. This paper lessons from the public policy theory, public management theory, statistics, public management ethics and so on, using the method of combining qualitative analysis and quantitative analysis. And it researches the text of graduate education policy, the change of graduate education policy, the change of graduate education structure, the relevance between policy changes and structural changes.In this paper, firstly, graduate education policy content of four dimensions which influences graduate education structure is analyzed. It includes the hierarchical structure policies of graduate education structure, subject structure policies, regional structure policies, type structure policies text and content. Second, the effect that changes Chinese graduate education structure policy is analyzed. It describes four dimensions structure changes of graduate education structure, and the relevancy between graduate education policy adjustments and structure changes. It also discusses some problems in graduate education policy adjustment. Finally, the development direction of Chinese graduate education policy is analyzed. We should improve graduate education policy constantly, reform the system of the graduate education policy by the policymaking process and concept to optimize graduate education structure. We should improve the executive power of the policy, by reforming policy execution system, strengthening the implementation of evaluation, improving policy implementation conditions. We should improve the contents of the graduate education policy from the four dimensions (level, subject, region and type) of graduate education structure. |
