Exploring the fairness of fiscal policy of the secondary vocational education, We can depend on whether the effect of fiscal policy obey the fair rules in every aspects decision-making. The fiscal policy of secondary vocational education including the education funding policy, the distribution policy of public educational appropriations, the governmental education financial transfer payment policy, the tuition policy, the financial assistance policy for student and the supervision for education funds, etc. Through the analysis of secondary vocational education for Jiangxi province fiscal policy, founding that the fiscal policy is not explicit, the proportion of the social capital is low, the allocation of public education funds is not reasonable,the transfer payment policy of intergovernmental is not perfect, the free tuition policy is not sufficient, the issues of lacking of student financial assistance policy, the monitoring and education funding policy is not sound; Through analysis the effect of the secondary vocational education fiscal policy, we found that there are obvious difference among the regional financial, the observably financial differences between urban and rural areas, the significant difference among school finance, the individual differences in fiscal and other unfair phenomenon. So there are a series of fairness problems in secondary vocational education fiscal policy in Jiangxi province.There are lots of reasons. The fiscal policy itself of Jiangxi secondary vocational education is not sound, the financial input of secondary vocational education is insufficient, the financial allocation is unreasonable between general education and professional education, the society and education world don’t have enough attention for secondary vocational education, and the restriction of the low level of local economic development; Improving the fairness of the Jiangxi secondary vocational education fiscal policy, upholding the principle of democratization on the financial decision-making, We should optimize the fiscal expenditure policy, improving the fiscal transfer payment policy, perfecting the free policy, improving the supervision of secondary vocational education fiscal policy,Deepen the cooperation between colleges and enterprise,absorbing the social donations, developing the performance of fiscal education for social-economic, improving its social status.
