The article iscentered on the research of this policy, through several researches of Jiangxisecondary vocational schools; understand the policy implementation and find outproblems exist in the policy implementation and to improve the policy views.This article under the premise of to carry on the thorough analysis of thesecondary vocational education from tuition fees policy from the formation process ofpolicy, the significance and the goal, the basic principles and main contents, brieflydescribes the current status of secondary vocational education in Jiangxi province.Using questionnaire and interview as the main research methods, analysis the effect ofthe policy’s implement, it shows that: the policy has made some achievements, reducethe financial burden of farmers, the policy access highly regarded, promote theeducation fair, enrollment is a growing trend, graduates professional skills upgradingand the employment rate is high, reduce recruitment costs. There exist some problemsin the process of implementation: Policy guidance effect is not obvious; Policypropaganda is not enough; Application process is complicated; Poor appraisal doesnot real and unfair phenomena seriously; Policy content ignore the construction ofteaching quality; To student’s study and life the lack of a good guide. Analysis of themain reasons for such problems is influences of traditional culture, educationmanagement system problems affect, support form is single, regulatory existence ofloopholes. Finally aiming at the problems in its implementation, put forward toimprove the effect of free secondary vocational education policy implementationcountermeasures and suggestions: first is the legal guarantees, quality come first; thesecond is to improve the efficiency of policy implementation for free; Three is tobuild the school funding system; Four is gradually realize the free secondaryvocational education.
