The Study On Statistical Credibility Of The Local Government

The credibility of statistics, as a part of credibility of government, is trusted and supportedby the public for the government statistics institution, which is relative with government image, affects the overall situation of reform development and stability. In recent years, the credibility of statistics has become a hot subject and statistics has been familiar by the public. China has always attachedgreatimportancetothecredibilityof the government statistical problems, all level of government taking a series of actions like policies, reforms, to improve quality of statistical data and make our country government statistical work get better. However, in the key period of economic fast development, government credibility of statistics is affected because the frequent occurrence of various social phenomena make the public question the data released by statistical agencies closely related to the public like house prices, CPI data. Statistics is the basis of government decision-making, but what the public focus on is whether many contradictions and problems timely and accurately are reflected by statistical data. In the current complex situation, the local government statistics agencies should grope suitable ways to fit local conditions, and view the data quality as lifeline of statistical work, and improve consciousness of statistical personnel and even the whole society, in order to improve the government credibility of statistics effectively, and promote the whole country statistics finally.In this paper, through combing to the domestic and international relevant statistical credibility literature, we analyze credibility and local government credibility concepts and introduce the new public management theory, asymmetric information theory, stakeholder theory and the total quality management; we also roughly study the credibility of statistics of local government in China, researching on the present situation and challenges facing and the existence of problems, finding reasons of bad credibility from in and out of statistics system; the article uses relevant research as reference, putting forward the government credibility of statistics evaluation methods and indicators; taking Taicang city as an example, analyzes the present situation and statistical work, and know about actions for enhancing the credibility of statistics development, the achievements and the existing problems of statistics, further, put forward strategies to promote credibility of statistics of Taicang; finally, we propose to deepen the reform of administrative system, improve the statistical system, reduce government intervention, strengthen the statistical work of public transparency and so on 9 proposals.The article adopts the method of combining theory with practice, with stronger practicality and operability. According to the present situation of the credibility of statistics, we put forward practical policies and suggestions by analysis of the problems which we find from the situation, which provides the beneficial reference for the government carrying out statistical work.
