Since middle to late 20th century, the reform of science education is carried out in the United States of America and other countries. How to assess students’science literacy becomes an important part of science education research. In the 1990s, science literacy assessment program conducted which data serve as reference of science reformation. The research of international science literacy assessment framework could be the theoretical basis of Chinese large-scale scientific literacy assessment.In order to compare American NAEP, the OECD PISA, the IEA TIMSS and Australian NAP, the composition of the students’ science literacy is established by studying experts’ research national science curriculum standard and science literacy assessment program in the project which divide into three parts(1) science content (science knowledge, science unified concept); (2) science practice (science inquiry and science application); (3) science cognitive (the nature of science, scientific attitude).Comparing the latest NAEP2011, PISA2015, TIMSS2015 and NAP2012 by science content, science practice and scientific cognitive dimensions, the trend of the international assessment program are concluded.At the same time, according to the latest available NAEP2011, PISA2012, TIMSS2011 and NAP2012 sample items, items type and item in the field of science practice are analyzed in the paper and pencil tests; the feature of computer science literacy assessment are concluded from NAEP and PISA computer interactive task form, technical support, main points of scoring.According to the international comparative study, suggestions for Chinese primary and middle schools are as follows:according to the primary and secondary school science curriculum in China, propounding science literacy performance expectations; Paying more attention to the assessment of students’ ability of science inquiry; getting more types of items and couducting real assessment situation; choosing some cities to make experiments of computerized assessment.
