Recent years, science literacy has become one of the embodiments of national comprehensive qualities, In order to assess students1 science literacy level better, this paper is dedicated to research Chinese science literacy assessment project based on information technology. This project can fully reflect Chinese students' science literacy, and can full in the blanks for science literacy study.In order to explore the development status and trend of international assessment of science literacy, this paper will take international project including PISA and NAEP as research object, choose PISA2015 framework and NAEP2011 framework as reference paper. And then, we compare to PISA and NAEP in three aspects which are scientific content, scientific practice and scientific cognitive process, and summarize the common status and development trend of international assesssment project. According to the results of comparative study, this article develops a science literacy assessment project based on ICT and applicabled in China mainland, the project design based on ECD model, containning computer and sensor technology, the virtual scene and real experiment. For testing project's rationality, we need to take PISA science assessment sample (paper) and NAEP science ICT task (computer interaction) as comparative tests. Then this paper collected assessment datum from same freshman, using SPSS to analysis this datum, the method include independent-samples t test, analysis of covariance and correlation test. According to the analysis results, we can judge the rationality of our program, and then show evidences if our program is linking to PISA and NAEP.The research shows that the assessment project designed in this paper has internal correlation, the teat questiones are consistent. The assessment project is associated with NAEP total score and the score of applying knowledge in plant and environment questiones in PISA. In addition, score of knowing and applying knowledge in assessment project are associated with score of knowing and applying knowledge in PISA. In exploring ability dimension, the project complement with PISA, it not only can measure the students' knowledge and ability in the field of life science, but also can be students' science assessment's in-depth examination project in life science field. The results given by this paper provides valued reference for researching student's science literacy assessment in the future.
