With the promotion of internationalization of higher education, which started from countries of Europe and America, it has been an important opportunity and challenge which different countries and schools have to face. As the most effective and direct way among the contents of internationalization of higher education, the flow of international students has been striven by countries, and as we all know, America is bound to be the winner of this ‘battle’. The population of American international students rising from 0.5 million in 2004 to nearly one million in 2014 proved that the United States had got fruitful results, which is related to its international students admission policy. Chinese government takes much count of the education of international students. Deng Xiaoping proposed that ‘education should be to the world’, Jiang Zemin put forward that ‘insist on the combination of going out and coming in’, Xi Jinping claimed that ‘ to make China be the biggest destination for international students in Asia’, he also stressed the policy on constructing world first class universities. To become the world first class universities, universities should have higher degree of internationalization and proportion of international students. In order to achieve the constant growth of the number and scale of international students, we need to develop and improve the existing enrollment policy. Studying international students admission policy in America is bound to be significant for the improvement and development of China’s admission policy.At first, this paper proposed the research background and significance of international students admission policy in America. On the basis of case study, comparative research, literature research and the analysis of relative policy, the writer summarized the international students admission policy of University of California-Berkeley, including the motivation of its international students admission, specific admission policy and selection process. Then, the writer analyzed its international students admission policy from the aspect of value analysis. Finally, the implement of the international students admission policy of University of California-Berkeley has been studied, including support measures from the U.S., state government, and university for international students, and the number, source and professional structure of its international students.Based on the study mentioned above, the author summarized that the international students admission policy of University of California-Berkeley is related to the policy,economy,and culture of America, and it is also relevant to its international image and fame. This policy’s value on ‘value choice’, ‘legality’ and ‘validity’ has been found. What’s more, the implement of the policy has some features which are worthy of our learning. In the end, it is found that the achievement of international students admission of the University of California-Berkeley profits from its own reputation, active and multiple propagandist patterns. Also, superior service management and various scholarship systems should be considered. Therefore, this study can offer theoretical and practical experience not only on international students admission, but also on the specific process of international students management, which can provide enlightenment and advice for constructing world first class universities for China.
