There is a big gap between minority and Han in the field of higher education,inorder to raise the level of education of minority,train high-quality talent needed byethnic areas’ development and promote harmonious relations between various ethnicgroups,our country implement preferential policy for minority students in universityadmission,the policy includes relaxing the standard of scores and preparatoryeducation for ethnic minorities.Based on the theory of public policy evaluation,this paper use client-orientedmodel and stakeholder model of evaluation models and choose Southwest Universityfor Nationalities as an example to assess the preferential policy from threeaspects:policy program,policy implementation and policy effect.The assessment result of preferential policy shows that:the fairness of policyprogram needed to be improved;policy implementation is the biggest problem ofpreferential policy,specifically in the lack of supervision and inadequatepropaganda;policy effect illustrates preferential policy has achieved a remarkableresult,but also has produced some negative effects;different groups within minoritydemand preferential policy in varying degrees,psychology of benefiting frompreferential policy has a significant impact on policy evaluation.To improve ourcountry’s preferential policy for minority students in university admission,this paperwill try putting forward related recommendations in view of problems reflected fromthe policy evaluation.
