With the Economic Globalization and Implementation of “the Belt and Road initiative”,the international exchanges between higher education and international cooperation are becoming more frequent.At present,China has become the largest destination of international students flow in Asia.Facing the increasingly large number of overseas students,how to guide colleges and universities to adhere to quality first,regulate management strictly,and take the road of connotative development has become the key to the current education of overseas students.As one of the world's top public universities,UC Berkeley attracts outstanding students from all over the world.In order to ensure the quality of international students' education,the university,the federal government,the state government and the relevant third-party social institutions have taken various and effective measures to guarantee the quality of international students' education effectively at the University of California,Berkeley.This study divides the main body of international students' education quality assurance of UC Berkeley into the internal assurance of the university and the external assurance of the federal government,state government and other relevant social institutions,and explores the internal and external assurance measures of international students' education quality systematically by using literature research,comparative research and case study methods.First of all,it summarizes the development history of international students education at UC Berkeley,the current situation and the main factors that attract international students;secondly,it analyzes the external guarantee of international students education from the three levels of federal government,state government and relevant social institutions,and focuses on the enrollment and curriculum design of international students at UC Berkeley.This paper analyzes the internal guarantee of international students education from the aspects of teaching strategy,faculty,management and service.Finally,on the basis of the above researches,this paper summarizes the characteristics of internal and external guarantee of international students education of UC Berkeley,and combines the current situation and characteristics of international students of UC Berkeley as well as the factors of attracting international students,in order to improve China's high school from the aspects of cultural atmosphere construction,university brand construction,enrollment,curriculum and teaching,faculty construction,management and service,etc.The specific work experience and enlightenment are put forward for the education quality of international students.
