The Xinjiang Uygur Autonomous Region is a multi-ethnic place,which is significant differences between the regions.In the process of mutual communication and integration,the demand and enthusiasm of learning Chinese gradually increased,bilingual education came into being.Since the implementation of bilingual education,has made remarkable achievements.Bilingual schools spread across the region,and students who received bilingual education expanded,forming three bilingual models that fit the educational level,as well as various types of bilingual classes.The national,autonomous and the education departments continue to introduce a large number of bilingual policy documents,which provides a policy basis for the development of bilingual education in Xinjiang.This paper is based on the promulgated in 2004”The decision on promoting bilingual teaching work” and in 2011 “Xinjiang Uygur minority pre-school,primary and secondary bilingual teaching development plan(2010-2020)” which is to test whether the deviation of the main standard of policy implementing subject and determine whether the deviation of the policy implementing subject of bilingual education in the process of the policy implementation.Policy implementing subject of Xinjiang bilingual education as the person responsible for the effective implementation of the policy of bilingual education,plays a key role in the bilingual education policy implementation process.It is implemented to the student's intermediary point which is directly related to the bilingual education policy can effectively achieve the policy objectives.Bilingual education in Xinjiang has made achievements,but also reflects a series of problems.Among them,the deviation of policy implementing subject caused by the policy failure is an urgent problem to be solved.Bilingual education policy implementing subject may be due to environmental problems,may also be due to the lack of their knowledge and quality,resulting in various deviation behavior forms in the process of bilingual education policy,which caused by the waste of policy resources,reducing the operational feasibility of the policy,ultimately leading to policy goals fall.The policy implementing subject is the link between policy and policy audience,which is the core part of effective policy implementation,and the key factor that directly affects the success or failure of the policy.This paper uses questionnaire survey and field investigation to understand the bilingual policy implementation.Though the in-depth interviews with several principals,leaders and teachers,it is found that policy implementing subject appears the mechanical execution,choice execution,random execution,forced execution and beneficial execution deviation behaviors.By analyzing the reason of the policy implementing subject's deviation behavior,combined with the current development of bilingual education,this paper puts forward the comprehensive policy execution system,improve the integrated ability of policy implementing subject and coordination mechanism of policy measures.
