With the promulgation of new "compulsory education mathematics curriculum standard" in 2011, great changes have occurred in the course content, teaching concepts,teaching methods and learning ways, meanwhile, having a new requirement and hope for teachers’ teaching. Teachers act as the executor of the curriculum reform, the problems which occur in the teaching directly related to the further curriculum reform.At present, the domestic researches about the teaching of statistics and probability in elementary school concentrate on two aspects, that is, the teaching problems and teaching strategies, while the researches of combining the teaching problems and teaching strategies are less.Therefore, this study try to do some meaningful attempt about this.The main purpose of this study aims at putting forward reasonable strategies on the basis of the teaching qua of statistics and probability in the elementary school.This study is divided into two stages, involving in quantitative stage and qualitative stage. At the quantitative stage, analysing the problems which exist in the teaching and look for the causes by the teacher questionnaire. At the qualitative stage, making a observation and analysis to the normal class and high quality class by the method of interview and case study to make a compensation for the problems which exist in the the teaching of statistics and probability in the elementary school and to provide excuses for teaching strategies which have been put forward.Problems which exist in the teaching of statistics and probability in the elementary school are as follows: First, for the aspect of teaching preparation, it is difficult for teachers to prepare a lesson, rural teachers have greater difficulty in dealing with the teaching material, the analysis of teaching material is not comprehensive and concrete and material selection is not very good. Second, for the aspect of teaching implementation, organizing students to carry out cooperation and communication is not easy, teachers don’t know how to organize teaching activities at the second schooling stage and guiding students to develop mathematicalcommunication is not invalid. Third, for the aspect of teaching reflection, teachers often do with the students’ learning difficulties by the method of mechanical training and lack the consciousness of summing up and pondering the problems which exist in the teaching. The main causes of those problems mainly include two aspects.On the one hand, teachers lack subject knowledge and educational theoretical knowledge about statistics and probability. On the other hand, the mutual influence from three aspects which include teaching preparation, teaching implementation and teaching reflection and school age and diploma have an impact on teaching.On the basis of these problems, the strategies put forward are mainly as follows:the subject knowledge and educational theoretical knowledge of teachers should be enriched and perfected in the teaching preparation, detailed suggestion should be come up with by teaching methods, learning methods, the design of practice and the invalid use of multimedia in the teaching implementation, helping the math teachers of primary school to be professionals and to be scientific-research-oriented teachers in the teaching reflection.
