Talents, wealth of a country and the national strategy, served as the key to successful governance. The Chinese sixth talent team is the social work talent team,which also attributes to the National Talent Strategy. Nevertheless the effect of current social work talent team construction policy can’t play full role because of the phased development bottleneck. The contradiction between the policy support and brain drain reflects the policy tool selection dilemma of Chinese social work talent team construction.Based on the current situation, from the policy makers and beneficiaries perspectives, text analysis and empirical research illustrated the ideal and real overview of the Chinese social work talent team construction. By the analysis of programmatic documents, the effect of social work talent team construction policy showed high effectiveness, high equity and low management difficulty. According to the questionnaires and interviews, beneficiaries demonstrated a low perception in macro policy, but high in middle and micro policies. Furthermore different kinds or levels social workers will focus on various policy contents. However, there is a difficult situation for low level institutional social workers.Problem diagnosis, the effect of social work talent team construction policy tool selection is inefficient, namely, poor policy performance, low effectiveness and low efficiency. Narrow horizon, inactive talent policy,control-oriented tools dominated,neglecting environment, lacking of talents development circumstances and social workers atmosphere, stagnation of policy tool selection, talent capital conversion block and disconnection between education and professionalization are self-evident.Roots analysis, several reasons could be considered, such as the preference to tool selection idea, strong political property, government interests, decline of tool selection value, powerful instrumentalism, rational paradox, implementation inertia,traditional administration domination, overwhelming administrative line, cultural factors, negative administrative culture such as formalism, bureaucracy and interest-oriented prevailed.Path exploration, following the policy tool selection principles and drawing lessons from other countries’ governance experience. Chinese social work talent team construction should be based on the public character, change tool selection conception,encourage multiple participators, enhance the institutional system, optimize tools combination and environmental culture construction, deepen the value rationality,innovate tool selection paths, and explore new policy tools.
