With the reform of the salary system for compulsory education teachers, the primary school teacher’s salary becomes a hot topic in education field again. Since the performance salary policy for compulsory education teachers and the management system of “centering on the county” are implemented, the salary level of the primary school teachers at county has been enhanced and the teacher’s salary structure has been optimized to some extent. However, there are still some problems, such as averaging distribution of performance salary and low efficiency in performance appraisal, etc. These problems indicate that there are huge inequalities in the salary distribution to the primary school teachers at county. Only when teachers get fair salary it can achieve effective incentives, teachers’ sense of injustice weakens the incentive role of merit pay. In order to bring the incentive role of the performance salary policy into full play, and to promote the development of education and the realization of education fairness in our country, it’s of great significance to study the salary equality of primary school teachers at county. Currently, the research on the salary equity of primary school teachers is comparatively few and the research result is not optimistic. So that, the study of county primary school teachers’ salary have great theoretical and practical significance.With the primary school teachers in Leling City, Shandong Province as the object of research, the thesis carries out an in-depth investigation into the salary situation of the primary school teachers by means of questionnaire and interview, with the three aspects of distribution equality, i.e. external equality, internal equality and personal equality as a point of penetration, to analysis and comb the problems, influence factors and countermeasure of county primary school teachers’ salary. This paper is mainly divided into four parts. First of all, combed the history since the founding of the primary school teachers’ salary system, and summarizes the research states and pertinent literatures of primary school teachers’ salaries, and gave a proper evaluation on the advantages and disadvantages of a primary school teachers’ salary system at different stages and the research states of primary school teachers’ salary. The second is through data analysis of the questionnaire and interview to summarizes the problems existing in salary equality for primary school teachers at county: on the external equality, the salary level is relatively low and the teachers enjoy low social status; on the internal equality, the salary varies greatly in different regions and the performance salary system is difficult to be implemented; on the personal equality, the salary structure is too unreasonable to arouse the teacher’s enthusiasm, etc. Thirdly, the research delves into the influence factors behind these problems: the salary policy itself and the implementation process have to be improved and the teacher’s economic status, occupational prestige and professional level is relatively low, which affects the external equality concerning the salary of the county primary school teachers; the financial strength and educational investment vary from one region to another and no institutional and capital guarantee is provided for the salary of primary school teachers, which affects the internal equality concerning the salary of the county primary school teachers; the performance appraisal system at county-level and school-level is not complete and the primary school teachers’ salary structure is unbalanced, which affects the personal equality concerning the salary of the county primary school teachers. Finally, according to the problems and the reasons thereof, the thesis proposes a series of suggestions on promoting the salary equality for the county primary school teachers: give the central and provincial a priority to primary school teachers’ salary management, improve teachers’ specialization level, confirm and optimize the county primary school teachers’ salary standards and salary structure, strengthen the propaganda and investment of county government on performance-related salary, the investment, complete the performance appraisal system and guarantee for teachers’ welfare. The research through the analysis and study to the primary school teachers’ salary in Leling City, in order to be advantageous in theory and in practice to the reform and completion of county primary school teacher’s salary system of our country.At present, although the performance wage policy in compulsory education became more mature after several years of development, but the teacher’s salary is really a complicated systematic engineering, especially the implementation and reform of the county primary school teachers’ salary institution, it can reflects the complexity of education and the development of education level in our country directly. Furthermore, it can reflects the economic strength and the development level of our country indirectly. Therefore, primary school teachers’ salary still need to be practice and study.
