The teacher performance salaryevaluation in primary and secondary school which is a necessary implement for performance salaryevaluation system, is an important foundation to strengthen the construction of teachers, is an important policy to promote compulsory education. The research in this field has made nonnegligible achievements, based on the previous studies, this article suggests the teacher performance salaryevaluation in primary and secondary school is a system procession, it should be standarded by policies and regulations, according to teacher performance, assessing their work standards by performance norm, it will play a important role in encouragement and guidance. The teachers in primary and secondary school are different from others, so they have the particularity of performance salaryevaluation,such as comprehensive assessment content, diverse assessment methods, humanized assessment counseling. Currently, although the teacher performance salaryevaluation in primary and secondary school has gotten important achievements, there are four defects behind the problem which must be dug. There are good experiences on the teacher performance salaryevaluation in primary and secondary school of developed countries, such as United States, Britain, Australia, Singapore and so on. Their evaluation models have four references for us. Firstly, to ensure pay for performance evaluation of professionalism, secondly, to design performance evaluation comprehensively, thirdly, activate executor of the teacher performance salaryevaluation. It’s applicable to research this issue from human resource management and policy science. The teacher performance salaryevaluation in primary and secondary school is found to be related to four subjects:the policy resource, the policy itself, the policy subject, the policy tool. We need to correspond to its problems, to improve this work respectively, in order to protect the teacher performance salaryevaluation in primary and secondary school.
