Research On The Rationality Of Performance Evaluation System Of Government Investment Projects

Since the reform and opening up, Chinese social economy developed rapidly, the performance evaluation of government investment projects has been paid more and more attention. In this paper, the existing performance evaluation system of government investment projects in Nanhai District of Foshan city was analyzed, finding some successful aspects, such as the three level of the index structure and the number of indicators is reasonable, the supplement and additional content of the system had positive significance to the definition of the indicators, the uniform grading standard and the enhancement of the evaluation result. The individual and bonus indexes improved the scientificness and comprehensiveness of the evaluation system. But at the same time, the paper also found that there are some aspects that can be improved, such as qualitative indicators accounting too large for proportion, some indicators being not specific, some key indicators being not paid enough attention, and the indicators of self evaluation weighed too large.The paper optimized the system from two aspects. Firstly, supplementing the system, setting up functional indicators including 2 decisive and 5 restrictive indicators, and bringing in 3 new indicators, which were ?Normativity of Project Approval?, ?Scientificness of Performance Objective?, and ?Specificness of Performance Objective?. Secondly, adjusting the definition of some indicators, including 5 general and 14 specific indicators.In the end, this paper did a case study, finding that the new system is easier to reveal the shortcomings of projects, the rising of quantitative index ratio strengthened the objectivity, the adjustment for the index definition and evaluation standard strengthened the scientificness, and also it guarantee the operability of evaluation. The optimization showed the positive significance and practical effect in improving the rationality, clearing the definition of indicators, and deepening the quantitative degree of the system.As society develops, the performance evaluation of government investment projects will encounter new challenges and problems, we are looking forward to further research referencing for the industry, and also the level of the performance evaluation of government investment projects in China will enhance.
