With the rapid development of global economy in21st century, economicdevelopment has made great achievements and also brings in many problems at thesame time, such as resource shortage causing by waste and excessive consumption ofresources; industrial "three wastes" emissions lead to bad air quality andenvironmental degradation. Our country is also faced with the increasing currentresources and environmental issues. Emerging issues, such as the extensive industrialstructure and economic growth at the expense of resources consumption, have beenunable to meet the current needs of sustainable economic development. Conformingto the development requirements of the times, transforming the mode of economicgrowth, adjusting the original extensive industrial structure, innovating to developnew energy conservation technology, vigorously developing new energy sources toreduce the excessive development of resources, completing the energy conservationand emissions reduction is imminent.Energy conservation has been proposed in China’s "Eleventh Five-Year Plan".Saving resources to reduce resource consumption and reducing emissions is not onlythe necessary requirements for building a resource-saving and environment-friendlysociety, but also important initiative to promote China’s economic structureadjustment to achieve sustainable development. Energy Conservation and EmissionsReduction Monitoring Unit plays an important role in job of energy conservation andemissions reduction and it will provide protection for energy saving tasks. But thedrawbacks of the original energy saving monitoring unit operation modes have beengradually revealing, such as mastery of information is not high, access to informationis not timely, not rapid response for emergency situations, emergency measures arenot in place and other issues. So to take advantage of the Internet, information technology and service for energy saving monitoring unit will be imperative.Aiming at the disadvantages of the original energy saving monitoring unitoperation modes such as mastery of information is not high, access to information isnot timely, not rapid response for emergency situations, emergency measures are notin place and other issues, this paper takes advantage of the Internet and informationtechnology, to develop the energy conservation and emissions reduction regulationunit interior online communication system. Adopting the online communication toreplace the original and traditional communicationl means, thereby to improve energyconservation and emissions reduction monitoring unit interior management andimprove efficiency to meet the current needs of energy conservation and emissionsreduction monitoring unit.In this paper, the B/S structure is adopted as the development framework for thissymtem, the development platform is ASP.NET, and in order to enhance theeffectiveness of human-computer interaction, AJAX framework technology is used inthe paper. In order to enhance interactivity of the Web interface, AJAXToolkitControls set is added to achieve AJAX functionality. This article uses Microsoft SQLServer2005as the database of the system, and uses Visual Studio2012as the systemdevelopment tools, the main work is as follows,First, the introduction of the relevant technology of energy conservation andemissions reduction monitoring unit interior online communication system is made,which strengthens the technical support base of the system.Again, detailed needs analysis, use case analysis, use case descriptions, databasesystem analysis are designed, and the system module are divided. The system dataflow diagram and data dictionary are designed in detail.Finally, to achieve the eight modules of energy conservation and emissionsreduction monitoring unit interior online communication system. They are the loginauthentication modules, energy conservation and emissions reduction monitoring unitonline communication module, energy conservation and emissions reductionmonitoring unit user retrieval module, energy conservation and emissions reductionmonitoring unit user group management module, energy conservation and emissions reduction monitoring unit team processing module, energy conservation andemissions reduction monitoring unit online message module, energy conservation andemissions reduction monitoring unit file processing module, energy conservation andemissions reduction monitoring unit derived transcript module.
