Research Of Agricultural Land Production Capacity Of Jiangsu

The production capacity of the agricultural land composes an important part of the comprehensive national power. It is the fundamental measure to develop the agricultural industry by increasing the agricultural land production capacity. That investigating and evaluating the agricultural land production capacity can provide the basis for the central government to better understand the production capacity, the district distribution and the change pattern of the national agricultural land, and to coordinate the relationship between food security and industrialization and that between urban development and ecological balance. In this way, the security situation of the agricultural land resources can be well understood, and the goal of "securing the comprehensive production capacity of the agricultural land" can be more easily realized, which is not limited to the preliminary goal of securing the quantity of the agricultural land in certain administrative districts.On the basis of the agricultural land classification, this thesis established the accounting model of the agricultural land production capacity. Three levels of production capacities were identified, theoretical, realizable and practical. The agricultural land production capacities in various terms of use were reflected as well. Moreover, the quantity and spatial distributions of the agricultural land per unit production and production capacity in various counties (cities and districts), secondary indicator areas, and prefecture-and county-level cities of Jiangsu Province were illustrated. By the way, the thesis also provided the basis for macro controls and regulations of the regional land resources.Through the comparisons among different types of production capacities in the same region, the use intensity and potential of the agricultural land in different counties (cities and districts), secondary indicator areas, and the prefecture- and county-level cities in Jiangsu Province were assessed and analyzed. In this way, technological supports were provided for setting reasonable goals of agricultural technologies development, land development and usage, production capacity and efficiency increasing as well as specific measures proposing.Based on the comprehensive survey and scientific evaluations of the agricultural land production capacity, this thesis classified and evaluated the medium- and low-yield agricultural land in Jiangsu Province for the first time. It was found that there was still a relatively large gap between the optimal use of the medium- and low-production agricultural land and the current use. Secondly, some core protected areas, where production per unit distinguishes in the province, were identified by the criteria of scale advantages, efficiency advantages and comprehensive comparative advantages. Potential indices were calculated for the medium-and low-production agricultural land by considering its potential and production per unit. In this way, the districts which can be upgraded by priority in a short or long term were identified, taking into account of the development advantages. We found that there was still a relatively large development space for some districts. The protection and potential development of the agricultural land should go hand in hand. Moreover, suggestions on how to solve the emerging problems during the process of using the agricultural land were put forward, which provide the scientific support for all levels of governments establishing reasonable and pertinent policies.
