A Development Research On The Influence Factors Of Hebei Coastal Economic Belt

In the first year of the12th Five-year Plan, to plan China’s coastal areas is an importantmeasure to explore sea resources and to improve the coastal economic development structure.Qinhuangdao, Tangshan, and Cangzhou, as the coastal cities of Hebei Province, are of uniquegeographical advantages, well-developed transportation system, rich cultural heritage,excellent resources, strong industrial base, and the function of using their own developmentsto drive the province’s economy. In November14th2011, the State Council ratified andcarried out Hebei coastal areas of development plan, meaning China’s coastal developmentplan achieving full coverage of China’s18,700km coastline, marking Hebei developmentstrategy becoming as a national strategy.In the present situation, this paper, by summarizing and organizing the developmenttheories of the coastal economic zones and by using related regional economics theories, putsforward four influence factors of the coastal economic zones according to the for basiccharacters of coastal economic zones. The paper holds that Hebei coastal economic zones areconformed to the formation theoryand analyzing theoretically the formation of Hebei coastaleconomic zones. In the analysis of the influencing factors, it finds that the influencing factorspromoting economic growth, including location factors promoting effect maximum. This hasa relationship with Hebei coastal strategy becoming a national one, related policies, theimperfect supporting measures and time lagging of external activities. Finally, according toHebei coastal economic zones existing problems, the paper puts forwards three suggestions,that are improving policies and building policies, optimizing the industrial structure,improving the spatial layout.
