Research On Coastal Economic Development Strategy In Hebei Province

In the 21st century, the coastal economy is becoming the new economy and new economic growth point. Hebei Province is located in the Bohai Sea Coast, a significant strategic position. But in recent years, the gap between developed coastal provinces and Hebei Province has grown expandingly. To some extent, this indicates that the coastal cities in Hebei Province are obviously inadequate on the economic leading role. November 2006, the 7th Party congress in Hebei Province, proposed the grand goals that "fully implementing the scientific concept of development, and striving to build a strong province in the coastal economic and social development ". Hebei Province officially established Coastal economy as another growth point of economic development. The rapid economic development will be promoted by fostering coastal economic development uplift . At the same time, National regional development strategy is also in full formulating. Therefore, developing coastal economic strategy of Hebei Province that is adapted to the current economic environment is particularly necessary.This paper used regional economics theory and SWOT management theory as the theoretical basis, by studying the evolution of domestic and international coastal economic theory, we scientifically proposed the strategic location of developing coastal strategy in Hebei Province, combining the background in the 7th congress of Hebei Province .The scientificalness of the location will be validated by quantitative analyzing the relationship between the port economy and GDP growth and the role the port play in industrial structure optimization. SWOT method was used to analyze the internal and external environment and advantages of developing coastal economy in Hebei Province. We proposed specific strategies for different areas of Hebei Province which are based on SWOT matrix model. More over, combined with the actual situation, we put forward the development approaches and ideas. Finally we put forward proposals and measures of coastal economic development of Hebei Province.
