At this stage, China isexperiencing the largest in history of migration and floating population, a large number ofrural surplus labor from the agricultural fields in urban and rural employment transfer, flow,this will be with our country industrialization, city is changed, the process of modernization.The floating population from rural to develop with rich city of move, stranded cityphenomenon as the main body, promote the development of social economy, created greatwealth, has become an indispensable main force. But to a certain extent intensified the inflowto the city ’s population and resources and environment stress, increases in social service andsocial management of pressure, also led to the flow of population poverty occurrence.Floating population in an unfriendly even when there were exclusive environment, socialintegration is not optimistic, in a weak position, is threatened by poverty. How to study andsolve the poverty governance of floating population, has become the imminent problemfacing.This paper consists of six parts. First, reviews the poor basic theory research and thedomestic and foreign scholars on the floating population is the definition of related concepts,in order to study the flowing population turns over impoverished problem to provide thenecessary theoretical basis. Then introduce the current situation of floating population inChina, following with the data of Shandong Province as an example to analyze features of thefloating population and provide the basis for. Thereafter, discuss the impoverished cause ofthe floating population and its influence on economy and society. Finally, put forward thecountermeasure proposal of floating population poverty.There are four parts of Consists. The first part: the problem of poverty indicators and thecurrent situation of impoverished floating population in China. The second part: the analysisof the poverty of floating population in Shandong Province. The third part: cause of thepoverty problem of floating population. The fourth part: countermeasure proposal of thepoverty of floating population in Shandong province, from the following seven aspects: to improve the ability of public service, to equalization allocation of public resources, toincrease financial input in education, to give full play to the function of non-governmentalorganizations, to use the development type of policy of Finance and taxation, and to establishthe perfect social security system and improve the legal management.
