Research On The Policy Implementation Of Immigrant Poverty Alleviation In Poverty Mountain Area

At present,China's enter into the decisive period of building a moderately prosperous society in an all-round way,poverty is still the most prominent "short board",there are quite a number of poor people living in bad living environment,not having the basic conditions of developing areas,those who must be carried out of the present areas.General secretary Xi Jinping pointed out that the relocation of a small group of people to escape from poverty is a must.During the “13th Five-year Plan ”period,about 10 million people in our country need to relocate.The task of relocation is arduous.As one of the Five groups of precision poverty alleviation,immigrant poverty alleviation is the most difficult and the most powerful policy-based.National,provincial,city are releasing a large amount of policy for poverty alleviation,which has provided strong impetus to speed up the development of poor areas and the poor to get rid of poverty.Due to the wide distribution of poor mountainous areas in the poor areas in our country,the apparent policy superimpose and the typical of the cause of poverty,researching the implementation of the relocation policy is of great significance to improve the effect of policy implementation and to promote the change of poverty alleviation relocation process in our country.The formulation and introduction of policy is the premise of guaranteeing the effect of policy,but more importantly,it is the process of policy implementation.This paper studies the relocation policy implementation in Lushi,using the theory of public policy implementation,using the methods of literature,interviews,etc.,to research the policy situation,policy practitioners,policy execution environment and the the policy target group in the process of relocation.As Qin Bashan concentrated special difficult areas and key town of national poverty development,certain achievements have been made in the process of relocation for poverty alleviation in Lushi,living conditions have been improved,the abilities of increasing incomes have been improved,financial poverty alleviation has become a bright spot.At the same time,however,there are still some problems such as slow relocation progress,"block" in policy implementation,poor policy implementation environment,and concerns of moving people.The reasons behind those problems lie in the imbalanced policy formulation,the low quality of the implementers,the poor implementation environment,and the incapacitating power of the moving masses.To solve various problems in the relocation for poverty alleviation,and to promote the relocation for poverty alleviation policy implementation,it is necessary to further strengthen scientific guidance to improving the pertinency of the relocation policy,to strengthen the collaborative governance to enhancing the executive force of actuator,to optimize the environment of policy implementation from both its roots and symptoms,and to focus on internal development to improving the endogenous power of the masses in the poor.
