Draw Lessons From Japan’s Experience To Promote Low-carbon Economic Development In Baoding

Japan is the earliest country declared to develop circular economy, green economy, andlow carbon economy, with this long-term goal to guide the economic development, Japan hasthe leading position in the low-carbon economy development among the developed countries.At present, our government takes the low carbon economy as a national strategy tounprecedented levels. As the model of low carbon city in China, Baoding became one of thefirst pilot cities for Chinese low carbon urban development project of WWF.It means thatBaoding is in the front row of developing and constructing low carbon economy and lowcarbon cities in domestic.At present, if Baoding wants to be a new industrial city that government takeslow-carbon society as the government blueprint, citizens take low carbon life as the concept,city economies led by low carbon industry，we must take a combination of economicdevelopment and environmental protection. So low-carbon economy has become theinevitable choice of Baoding. The nature of low-carbon economy is to find an environment ofeconomic growth and resource coordination of development. This paper takes thedevelopment of low-carbon economy as the research object, analyzes the background oflow-carbon economy and domestic and international low carbon economy theory research.Combining with the successful experiences of low-carbon economy in Japan, it also analyzesthe internal and external and external environment of low-carbon economic development inBaoding, and provides the specific solutions which are suitable for Baoding’s conditions.In this paper, the combination of normative analysis and positive analysis, qualitativeanalysis and quantitative analysis methods have been used to collect, survey and statistic thematerial and date information, and the comparative analysis, factor analysis have beenimplicated in the relevant issues. This article is divided into five parts. In the introduction part,the research background and significance, domestic and international literature review,research ideas, research methods and innovations of the topic are described. The second partintroduces the content and features of low-carbon economy，differentiates the related concept, reviews the relevant international society of a low carbon economy development agreement;The third part of the article introduces the Japan’s low carbon economy overall development.And low carbon economy development measures of Toyama city one of Japan"environment model city” are analyzed. The writer summer up the experience is worthlearning. The fourth chapter and the fifth chapter constitute the fourth part of the article. Thefourth chapter describes the significance, development effectiveness and the prominentproblems encountered of Baoding’s low-carbon economic development. The fifth Chapteranalyzes Baoding internal and external environment by using the SWOT model, constructsthe SWOT matrix，and Work out the strategy of SO, WO, ST, WT. The fifth part based on thethe experience of enlightenment of Japan’s low-carbon economy development ideas andToyama City low-carbon economic development measures, integrates SWOT matrix derivedstrategy, Proposes several recommendations for the low-carbon economy development ofBaoding,which are as follow: Improve the strategy for low carbon economy development andadvance the system innovation of low carbon economy; Promote energy structure adjustmentand improve energy efficiency; Advance the adjustment of industrial development structureand construct low carbon industry support system; Strengthen the cultivation of talents,develop low carbon technology; Improve citizens’ low carbon life consciousness and seek lowcarbon economy cooperation with foreign countries. Finally, the seventh chapter is theconclusion of the article. On this basis，the paper extends prospects of low-carbon economydevelopment in Baoding.
