With the continuous improvement of China’s socialist market economic system and Theaccelerated pace of socialist modernization, how to solve the bottleneck problem in the taxdepartment cadres in the team management and mobilize the positive and creativity ofmajority of tax officials “accumulated wealth for the country, governing for the people "hasbecome a major issue to be solved. The establishment of incentive mechanism for the civilservice is an important part of the civil service management. It plays an active role in miningpotential of civil servants, mobilizing enthusiasm and initiative, improving administrativeefficiency.From the angle of management, drawing on incentive theory and practical results ofdomestic and international, For example the Bureau K branch of Binzhou Municipal LocalTaxation, Research on the present Situation of motivation on the primary land tax system. Inthis study, a questionnaire survey of the existing incentives for the Bureau K branch ofBinzhou Municipal Local Taxation to investigate and survey the impact of the civil serviceincentive factor, summed up the four major motivating factor, Through the sub-analysis of thedegree of job satisfaction, to objective analysis the problems and causes in the incentives of Kbranch. Learn from successful experiences of domestic and international incentive theory andthe practice of developed countries, to optimize the incentives of the Bureau K branch ofBinzhou Municipal Local Taxation, design the solutions. At the same time, through theanalysis and research of K Branch incentives, and It had the positive value of the Practice andthe reference that researched the incentive problems of civil service by other basic local taxauthorities.
