Jilin Province is a relatively poor provincesenergy resources, development of low-carbon economy is a realistic choice toachieve economic development mode shift, in addition to the favorable naturalconditions and the accumulation of social and economic infrastructure, also has itsown industrial base of developing low-carbon economy.
