A Study Of Industrial Cluster Development In Hohhot-Baotou-Ordos Area

From2000, the Inner Mongolia Autonomous Region had established a development strategy "Hubaoe" as the core of the economic circle. As the economy growing, the relevant supporting policies and measures and regional strategic plannings were also carried out, in which including key industry development plan of areas along transportation routes of the Yellow River Economic Belt which is at centre of the Inner Mongolia Hubaoe in Inner Mongolia Autonomous Region (2010-2020).It puts forward the importance of the location of the region "Hubaoe", and the number of its content involve the construction of "Hubaoe" integration ideas and methods."Hubaoe" integrated construction conforms to the requirements of the construction of the National Metropolitan, and "Hubaoe" urban agglomerations are gradually being planned as the national development strategy of the urban agglomeration. One of the important measures to expedite the implementation of the integration of the "Hubaoe" is to promote the development of industrial clusters, which is the inherent power of the construction of the "Hubaoe" integration.This paper studies "Hubaoe" the development of regional industrial clusters. Firstly, the industrial cluster theory and other theories are briefly introduced, and then followed by an overview of the regional economic development status of "Hubaoe". Learned from the present status of its industrial development, we found "Hubaoe" region does not lack the phenomenon of industrial clusters. Dozens of large and small industrial parks come to the three regional industrial clusters, but these parks are isomeric, redundant construction, efficiency low, and not conducive to the improvement of the overall efficiency of the "Hubaoe" integration. According to the measurement under advantage estimates of this location, this article classified out those competitive locational industrial in their respective areas of "Hubaoe". Based on the analysis of the "Hubaoe" respective regions locational advantages and factors affect the industry cluster, this paper also-gives one of the results of the model of the development of industrial clusters in "Hubaoe". This paper not only studies "Hubaoe" regional industry cluster development, but also to strengthen the industrial division of labor between the regions. All regions developed their relative industrial clusters to create regional specialization or specialty chemical industry park. The main idea of the development of industrial clusters in "Hubaoe" is to construct the regional industrial clusters and promote the, growth of industrial clusters, then gradually building the specialized industrial parks. This is the process of the industrial clusters developed from scratch, from small to large, from imperfect to perfect. However, the strategy of developing the industry cluster is to proposed different measurements at different stages, which aims at put out targeted plan to answer practical issues.
