Study On The Performance Of Fiscal Agriculture Fund Allocation In Jiangxi Province

"Three rural issues" has been the central government’s focus.The fiscal expenditurefor agriculture has been the main government expenditure."Three rural issues" isinseparable from capital investment, fiscal agriculture fund is a very important part ofthe investment in agriculture and rural economic development.With the fiscalagriculture fund’s quantity increases year by year,the performance issues of the fiscalagriculture fund allocation has also attracted the attention of people,because it relates tothe fiscal agriculture fund can effectively use, can achieve the desired goal.Jiangxiprovince plays an important role in Chinese agriculture.In recent years, Jiangxi provinceattaches great importance to solve"Three rural issues",made great progress in allocatingthe fiscal agriculture fund,but also has some places have been solved. Academics alsono systematic study on performance of the fiscal agriculture fund allocation in Jiangxiprovince.So the study on performance of the fiscal agriculture fund allocation inJiangxi province has the theoretical significance and practical significance.In order to analysis the allocation performance of fiscal agriculture fund in JiangxiProvince,this paper uses the method of quantitative and qualitative analysis, inductionand deduction, empirical analysis and normative analysis,objective and comprehensiveanalysis of the11cities’s fiscal agriculture fund allocation performance in JiangxiProvince,to provide a theoretical reference for the Jiangxi province fiscal agriculturefund allocation performance.In first this paper defines the relevant concepts, reviews therelated theory,in order to construct the basic theory of all the paper;Followed by ananalysis of the main methods of Jiangxi province fiscal agriculture fund allocationperformance measure-The DEA method,constructing an analysis framework of all thepaper;Then analyzes the general situation of Jiangxi province’s fiscal agriculture fundallocation from the qualitative perspective, summarizing the achievements andshortcomings in recent years about fiscal agriculture fund allocation in JiangxiProvince;Then use the DEA method for quantitative analysis of technical efficiency, the11cities fiscal agriculture fund allocation of pure technical efficiency and scaleefficiency of static state and dynamic change in Jiangxi province,and through thecomparison classific the11cities;finally puts forward improvement advice for differenttypes of city.Through a comprehensive analysis the situation of fiscal agriculture fundallocation in Jiangxi province can find Jiangxi province has made some efforts in recent years,some achievements have been made.But on the whole,the following problems stillexist:The size of fiscal agriculture fund allocation is not reasonable;The structure offiscal agriculture fund allocation is not reasonable;fiscal agriculture fund allocation ofadministrative rights and financial rights do not match;All the cities’s fiscal agriculturefund allocation is unbalanced.From the DEA analysis results,Jiangxi province fiscalagriculture fund allocation performance did not appear polarization phenomenon,themean of financial funds for agriculture technology the allocation efficiency is0.87.Inaddition, according to the mean of each2007-2011pure technical efficiency and scaleefficiency of the11cities can be divided into three categories,The first class membersare Pingxiang, Xinyu, Nanchang, Ganzhou,the main existing problems is scaleefficiency;The second class has Jingdezhen, Jiujiang, Ji’an, Fuzhou, Shangrao,the mainexisting problems is pure technical efficiency;The third class has Yichun, Yingtan,thescale efficiency and pure technical efficiency of compliance of the city.To improve the Jiangxi province fiscal agriculture fund allocation performanceshould make joint efforts of11cities.Each city should be improved according to theirown problems,so we put forward the following countermeasures:For the first class’scities put forward optimizing fiscal agriculture fund transfer mode, expand the financialsupporting agriculture fund allocation, clear channel of fiscal agriculture fund allocation,suggestion,to ensure that a reasonable fiscal agriculture fund allocation;For the secondclass’s cities put forward optimizing fiscal agriculture fund allocation structure,improving the financial fund allocation performance system, strengthening supervisionof financial funds for agriculture configuration suggestion,in order to strengthen the tostrengthen the fiscal agriculture fund allocation configuration management;For the thirdclass’s cities put forward optimizing fiscal agriculture fund allocation environmentsuggestion to breakthrough fiscal agriculture fund allocation performance.
