Currently,it is the objective requirement of economic development in ourcountry for speeding up the change of the mode of economic development for Coalenterprises, and it is also the path to keep their sustainable and healthy development. Inorder to meet the needs of country’s political and economic construction strategicobjectives, the national coal industry policy has experienced significant strategicadjustment and shift for four times, and each time, the new coal policy making andadjustment are all closely based on the limited energy resources, in the maximumprinciple of promoting the healthy development of national economy. After reformingand opening up over three decades, the Chinese coal industry market-oriented operationsystem and mechanism is initially formed, but at this stage there are still problems existsuch as nonstandard property rights system, extensive mode of production and poorefficiency, what’s more, environmental pollution is getting more and more serious, andthat less social responsibility is taken by the enterprises. It is emphasized by the17thand18thCPC National Congress that we must speed up the transformation of the mode ofeconomic development so as to promote China’s economy healthy development.According to the current national energy situation, our country’s coal industry economicdevelopment mode and operating mechanism needs to be change.This thesis, taking the mode of economic development, industrial structureoptimization as the theoretical basis, in the first place, it expounds the objectivenecessity and possibility of transformation of the mode of economic development andthe operation mechanism for the state-owned coal enterprise.And then, it focuses on the transformation of the mode of economic developmentof state-owned coal enterprises by means of operation mechanism transformation. Themajor points can be summarized as follow: Firstly, it takes the group, effective,globalization and diversification strategy in order to change the strategic developmentmechanism; secondly, it establishes a market-oriented, science and governance-orientedand ethical-oriented operation mechanism; thirdly, it realizes the combination of open innovation and independent innovation, cluster innovation and collaborative innovation,and the original innovation and re-innovation, to make the transformation ofinnovation-driven mechanisms;fourthly, it takes actions of green mining, green use,green circle and green civilization to change carbon production mechanism;fifthly, itconscientiously implements the "two-oriented" social construction, fully promote staffdevelopment, actively participate in social welfare and social charity to realize thetransformation of social responsibility commitment mechanism.Eventually, the research illustrates the transformation of the mode of economicdevelopment of state-owned coal enterprises through perfect government policy. Firstly,it implements property rights modernization, enterprise groups, product diversification,input and output efficiency and operation of the globalization of the coal industrydevelopment policy; secondly,it strengthens the planning and management of thedevelopment of coal resources, adjusts and optimizes the structure of coal production,enhances the technological innovation capacity of coal and the level of equipment andtechnology, strengthens the security of coal mine production safety run-control policies;thirdly, it improves energy conversion rate, the processing and utilization efficiency ofcoal production process additional product, CBM development efficiency andinnovation-driven policy; fourth, it implements the economic cycle, ecologyenvironment and other low-carbon incentives; Fifthly, it carries out socialresponsibilities such as safe production and its compensation, community service,charity policy, and government regulation.
