Study On Absorbing Employment Capacity And Structural Optimization Of Producer Services Industries In China

China is a country with rich labor resource. There are tens of millions of collegegraduates、migrant workers、urban laid-off workers in need of employment andre-employment. Facing this huge employment pressure, the government needs toimplement active policies to promote employment. Service is the fastest growing sector topromote the increase of employment. Producer services,as a industry with the nature of intermediate inputs,not only exists strong correlation effects to other industries, but also has strong driving effects to thecoordinated development of the entire national economy. Therefore, there is huge practical andtheoretical value to research the ability to absorb employment and structural optimization of producerservices for the work of exploring the specific ways of the development of producer services.On the basis of referring to domestic and foreign research results, it tries tofurther elaborates of productive service industry and employment, mechanism analysisof producer service and employment. Then, according to the status quo of China’sproducer services in employment, establish a reasonable index system, using themethod of regression analysis on the production of China’s service industryemployment elasticity measure. On this basis, absorb employment factors impact onthe productive service industry for empirical analysis, finally draws the conclusionand puts forward relevant policy suggestions.The main conclusions of the study are: The producer services industries’stronger employment absorption capacity didn’t come into being in China, though itcan solve the employment problem effectively. Because the industry output, wage,urbanization and fixed asset investment have tremendous influence on theemployment absorption capacity of producer services industries. The empirical testsshow that except the industry wages and state owned sectors, industrial outputs andfixed asset investment all play positive roles in promoting the employment absorptioncapacity of producer services industries. So, the government should make positivePolicies to enhance the share of Non-nationalization, and increase the efficientinvestment. In addition, it is also necessary to eliminate the dualistic employmentsystem and break the Administrative monopoly of producer services industries.
