The artificial coast built by land reclamation and coastal construction activitieshas had a serious impact on coastal ecological environment, which could result incoastal ecosystems degradation and marine environmental pollution aggravated.Therefore, studying the value of coastal ecosystem services and the influence ofcoastal construction projects on ecosystem services is of key strategic importance tothe rational use of shoreline and near-shore marine resources and the promotion ofsustainable development of marine and coastal ecosystems. Based on the abovereasons, the subject studied the artificial coastal ecosystems function evaluationsystem in Tianjin Binhai New Area, to provide research-based and technical supportto artificial coastal ecological evaluation of demonstration projects in Tianjin BinhaiNew Area and other regions.This article showed the interaction of artificial coastal ecosystem component ofthe chemical, physical, biological, social and other aspects, selected the natural factorsand human factors as input variables promoting the evolution of artificial coast incoastal region, choosed seawater and soil data characterizing the impact of humanfactors on the artificial coast, used SOM network and Matlab platform to evaluate thestructure and function of artificial coast. At the same time, studying the rationalplanning and design management, construction management and maintenance andmanagement of ecological functions in artificial coast achieved systematic projectmanagement. Eventually using the artificial coast in Tianjin Binhai New Area asdemonstration identified the ecosystems function evaluation system and projectmanagement program of artificial coast in Tianjin.The numerical analysis, the mock implementation and result analysis of acomprehensive evaluation of the ecological function on artificial coast in TianjinBinhai New Area showed that the value of order parameter ΞΎ which increased at firstand then descended was in greater volatility in different months, and the ecosystemswas from inactive to active and was becoming more and more active. The focusedcontent of ecological construction project was the protection of ecologicalenvironment, rather than the project profitable. It included three aspects: planning anddesign, construction management and maintenance of ecological functions.Maintenance of ecological functions included choosing the right plants, strictscreening construction materials, and establishing eco-harvesting system.
