How to develop local economy under the constraints of ecological products supply? This is a great challenge encountered by most key ecological function areas. Ecological tourism not only is an eco-product but also constitutes a pillar industry for the sustainable development of key ecological function areas. However, to strengthen management of ecological tourism has become the utmost priority since tourism resources and eco-environment of those regions are suffering destruction due to the pursuit of economic benefits maximization. The key for effective management of ecological tourism lies in establishing and implementing scientific and standard evaluation system of eco-tourism. The analyzing methods used in this thesis give credit to Delphi Method and Analytic Hierarchy Process. The evaluation standard of eco-tourism is built on the basis of evaluation index system. By taking an example of eco-tourism in Yanling County, major findings of this study are as follows.(1) The comprehensive evaluation index system of eco-tourism in ecological function areas is raised on 4C framework model "Environment—Society—Sconomy—Sanagement" and interviews with experts. It is constructed via index selection through questionnaires and interviews with experts by using the Delphi Method. This system is divided into four system levels which are environment, society, economy and management. Environmental system comprises two criterion layers which are resource endowment and ecological environment; social system is composed of three which are cultural environment, community involvement and tourism experience; economical system includes three which are social economy, tourism economy and infrastructure construction; and management system contains two which are environmental protection and behavioral guide. Indicators for each criterion layer are as follows. Four for resource endowment and ecological environment criterion layer respectively; three for cultural environment, four for community involvement, and three for tourism experience; two for social economy, five for tourism economy and two for infrastructure construction; and two for environmental protection and behavioral guide respectively. These indicators are compared in pairs by experts and each indicator weight is defined by applying Analytic Hierarchy Process. Among the system levels, environment system takes up the most share (0.4348), followed by management system (0.2913) and social system (0.1530) with economic system accounts for the fewest share (0.1210). In environment system, the two criterion layers share the same amount. Cultural environment makes up the biggest weight (0.6000) in social system, while tourism economy (0.4806) in economic system and environmental protection (0.7500) in management system. In the ten criterion layers (resource endowment, ecological environment, cultural environment, community involvement, tourism experience, social economy, tourism economy, infrastructure construction, environmental protection and behavioral guide), indicators constituting respectively the biggest weight of its criterion layers are:Biological diversity, water environment quality, compatibility of cultural landscape and natural landscape, tourism satisfaction (community residents), tourists complaints handling rate, GDP annual growth rate, proportion of tourism revenues in GDP, improvement of auxiliary public facilities, harmless treatment of waste as well as government support for eco-tourism.(2) The evaluation index system of eco-tourism in key ecological function areas is standardized based on relevant national standards, expert advice and research data of related articles. Also a complete set of integrated evaluation standard is established and composite evaluation index is calculated by using multi-objective linear weight function method. According to integrated scores, eco-tourism in key ecological function areas is divided into five grades which are grade I (above 91poits), grade? (71-90points), grade? (51?70points), grade? (31?50points) and grade V (belove 30 points).(3) Eco-tourism in Yanling County is analyzed empirically in accordance with the established evaluation criteria on sustainable development of eco-tourism in key ecological function areas. The results showed that eco-tourism in Yanling County scores higher in such aspects as resource endowment, ecological environment, social economy and behavioral guide. Its overall evaluation scores 84.36 indicating it is currently at transition stage and becoming ripe gradually. This thesis also puts forward certain suggestions and strategies in light of main problems.
