The main research object of this paper is the investment promotion policiesand measures of Tianjin Binhai New Area. The paper firstly reviewed theinvestment theories, and starting from the investment theories and their extendedthinking, finds out the factors related to investment behavior, made the startingpoint and basic category of this paper’s research clear and workable.The concept of "explicit factors and implicit factors" newly brought forwardthe investment promotion policies and measures, it believes that the explicit factoris the factor directly related to investment and subsequent production，innovationand other business activities, and the implicit factor is the factor related to to dailylife of the investor and their employee. Based on the separation between explicitfactors and implicit factors, this paper analyzed Tianjin Binhai New Area’s practiceof investment promotion policies and measures. As Tianjin Binhai New Area’sinvestment promotion policies and measures were involved, that core with theexplicit factors, it illustrated that their initial effect to increase the investmentamount, currently is gradually weakened and even disappeared. They increasinglytend to improve the investment structure and to promote industrial upgrading.While, as those core with the implicit factors were involved, their current and futureeffect on investment promotion, comes to be more obvious and significant. It isincreasingly becoming an important means of Binhai New Area to display the "softpower" to attract investment.Considering the economic development aim of Binhai New Area, this paperput forward the suggestions: the Binhai New Area is experiencing an economicclimbing key stage, the formulation and implementation of the policies andmeasures that core with explicit factors have been mature, they only need to beadjusted on their aim. However, Due to some structural deficiencies and individualsystemic defects，those policies and measures set up surrounds implicit factorsshould be strengthened and formed up a policy system that targeting the investmentpromotion，even though it has been gradually highlighted. The suggestions, thatare valuable on practice, could be a significant reference for Tianjin Binhai NewArea investment promotion work.
