The source of organizational competitive advantage is human resource. In theera of knowledge-based economy, human capital replacing material capital hasbecome the strategic capital of economic development and an important driving forceof progress of human society. The departments of state taxes are commissioned withthe important tasks of accumulating money for our country and collecting tax for ourpeople. At present, human resource management of the departments of national taxesstill maintain the traditional personnel management mode. And human resourcemanagement activities are still relatively backward. There are many problems anddrawbacks in human resource management and development. How to establish acorrect concept of human resource management, make a progress in management,optimize the allocation of human resources in departments of taxes and tap theirpotential, obtain a higher organizational target revenue at a lower cost of humanresources to the utmost extent, and thereby to better complete the tasks of tax revenueand enhance the level of tax services are important issues placed in front of themanagers of human resources of departments of taxes.Based on this background, taking the state tax bureau in Hebei district, Tianjinas an example, this paper analyzed the current situation of human resourcedevelopment in grass-roots of state taxes departments by using the theory of modernhuman resource management and combining with the personal working practice ofhuman resource management. The first part of this paper was the introduction mainlyabout the research background, research significance, methodology and the currentresearch situation both at home and abroad. The second part clarified the relatedconcepts of human resource management theory. The third part introduced the currentsituation and characteristics of human resource management of state tax bureau inHebei district in detail. The fourth part then focused on a detailed analysis of theirdrawbacks and the causes. And several optimization goals of human resourcedevelopment of the state tax bureau in Hebei district and the measures are provided inthe fifth part. The aim of this paper is to provide practical references for humanresource management of this bureau and for human resource management anddevelopment of Tianjin tax system.
