The most expensive in the world is talent in21stcentury, but for the great multinationcorporation, Because of their more strength, they have2ways of improve their humanresource, one is use the system of training and education to improve employee’scompetence, another way is recruiting the talent by competitive payment and attractivecareer planning. However, for the private enterprise of small/medium size, they have noenough resource to take the same ways like the great company. The situation they are facingis really need high-quality human resource to develop their future, because they are being atthe developing stage, so, the good HR management is matter of life and death for them. Theactual problem is neither academic world nor manager of private enterprise ofsmall/medium size, there is no good solution related to how to improve the quality ofhuman resource via high-effectiveness HR management, even what HR management shallbe used in management practice of private enterprise, there are many people is studying.Firstly, the thesis analyzed the current station and problem of human resourcemanagement of private enterprise of small/medium size, come up with the point that theHR identification and development is very important for these companies.Take the “J” company as sample to introduce and summarized how to implement HRidentification and development. Point out the systematical approach about how toinvestigate the status of company human resource, Include how to set up investigatingscope, what is criteria used to evaluate if the function of organization and department iscomplete, the common tools such as investigation sheet of job qualification, work checkingsheet.Systematically studied the common methods of HR development, includes the maincontents of job qualification model, analysis of professional competence, the key points ofHR development. The thesis shows the purpose and tools of HR development, deems theoriginal target of HR development is getting the high-quality human resource. The tools ofHR development include how to increase the quality of inner human resource and how toobtain the outer quality human resource.
