With the country’s emphasis on the development of universities, investment inuniversities continued to increase. But in recent years, the enrollment of universitieshas been expanding. They require more and more equipment and infrastructureconstructions. In this case, government procurement of equipment and services isgrowing, and there are more and more procurement projects. The suppliers related togovernment procurement are increasing and problems in the management of thesuppliers are continually arising. Therefore, the management of the suppliers requiresstandardization and institutionalization. Otherwise, it will not only have a negativeeffect on government procurement, but also affect the normal teaching and research.This paper is composed of three parts, the introduction, body, and the conclusion.The introduction is the first chapter. It introduces the background, significance of theresearch and the present research at home and abroad; the conclusion part is the fifthchapter. It clarifies the inadequacy and the necessity of the research on improvingcollege government procurement supplier management system; the body part is themain part of the paper, including the second, third and fourth chapters. Chapter two isan overview of the theory of government procurement and government procurementsystem. It demonstrates the theoretical basis of government procurement and thepresent situation of China’s government procurement supplier management. Chapterthree analyzes the management of Chinese universities government procurementsuppliers on the basis of China’s government procurement system. The case study ofgovernment procurement in the Tianjin Agricultural university provides somepractical experiences. Supplier management in China has just started, and it has madesome achievements, but there are still a lot of inadequacies, and it needs to beimproved. Chapter four puts forward the establishment of a government procurementsupplier management system. The index was extracted from the governmentprocurement activities and the suppliers themselves. Using of the analytic hierarchyprocess, they will establish a management index system and contribute to collegegovernment procurement suppliers management.
