Research On Evaluation And Optimization Of Government Investment Efficiency In Science And Technology Infrastructure

As an important material basis for scientific and technological activities,scientific and technological infrastructure is also the material and information guarantee for scientific and technological research and development.In recent years,the core role of scientific and technological innovation in economic growth and international competitiveness has become increasingly prominent,resulting in the increasingly important construction of scientific and technological infrastructure.Compared with developed countries in science and technology,the lagging development of science and technology infrastructure seriously restricts the development of science and technology innovation in China at this stage.Therefore,in the current trend of the new technological revolution,to change the status quo of technological innovation in China,we need to constantly strengthen the construction of science and technology infrastructure,accelerate the accumulation of technology and skills,and constantly enhance the ability of independent innovation.Since most of the scientific and technological infrastructure is public goods or has obvious characteristics of public goods and has strong externalities,the construction of it needs the government's great investment to promote.However,at the present stage,the government investment of science and technology infrastructure in China usually adopts the administrative examination and approval system.Local governments compete for the central financial assumption funds,resulting in many errors and utilization rate problems in the investment of science and technology infrastructure construction funds.In this context,this paper focuses on the government investment behavior of technological infrastructure construction.This paper uses public goods,game theory and Principal-agent theory,and discusses the key problems about government investment of science and technology infrastructure.The main research contents are:(1)Combining the connotation of science and technology infrastructure,this paper analyzes the public product attribute,externality and natural monopoly of science and technology infrastructure,and analyzes the government's investment necessity for science and technology infrastructure from the perspective of economics.(2)This paper analyzes government investment process in science and technology infrastructure construction,and establishes a game model of government investment in science and technology infrastructure under the condition of incomplete information.(3)Based on the perspective of input-output analysis,the paper designs input and output index system of government investment,establishes DEA model and evaluates government investment efficiency of in science and technology infrastructure in China.(4)The principalagent theory is applies to optimize government investment efficiency in science and technology infrastructure.
