Study On The Evaluation Of Government-funded Highway Project Investment Efficiency

The highway project of government investment takes for a large proportion in the investment in highway construction, of which plays an important role in sustainable development of society and building a harmonious society, at the same time provides facilities of the people's traveling and the socio-economic developing. For a long time, there are some problems of low efficiency and decision-making errors in the highway project of government investment. The existing highway project investment efficiency of evaluation index system and method has many deficiencies, so, there is an urgent need to build a comprehensive evaluation Index and method of the investment efficiency of highway projects, of which can evaluate the investment efficiency, summary project investment decision-making and construction experience, guide current and future investment decisions of government in highway construction project after the highway project puts into operation.The thesis introduces the research background and domestic and foreign research trend of the evaluation of investment efficiency of highway investment projects, clarifies the content research methods, and the technology route. Then introduces the related concepts of government investment efficiency in highway projects, including the characteristics of government investment projects, status and significance, the concept of investment efficiency, factors and goals, the standard value and the basis which should be followed of the investment efficiency of highway investment projects, clear these issues can make basis for the choice of indicator selection and evaluation methods. Introduce and compare the commonly used method of efficiency evaluation of highway investment projects. Then this thesis introduces the sustainable development theory, public goods theory. The purpose is to combine these two theories from various angles, new perspectives to research the investment efficiency of highway projects, as well, introduce the Data Envelopment Analysis (DEA) theory, indicate basic application steps and the feasibility of the efficiency evaluation of government investment in highway project by using this theory.Then according to the principles, methods and procedures of selecting indicators, the highway project of government investment as public goods it is different with other products, combine sustainable development theory, establish the efficiency evaluation index system of government investment highway projects, and introduce the indexes from the economic, social, environmental and sustainability benefits. At last, it selects five projects as the decision-making units and establishes the input and output index system, using the DEA model to evaluate and analysis the investment efficiency of highway projects and proposes measures to improve investment efficiency.By studying the investment efficiency evaluation method, invests the reveals problems in the investment decision-making process, hope to provide reference basis for government investment authorities to make decision, in order to provide new ideas for the investment efficiency of highway projects, establish a more complete and effective evaluation system.
