| China is experiencing an advancing urbanization boom(the New-type urbanization)all across the nation.Rapid urbanization and population growth require more and better urban infrastructure service,which in turn asks for larger-scale investment in urban infrastructure and more efficient operation and management of urban infrastructure.However,urban infrastructure projects,different from general construction projects,are usually embedded in the whole urban infrastructure system(UIS)to play their roles.Accordingly,under consideration of the internal and external interdependencies of urban infrastructure systems(UISs),how to allocate limited urban development resource to improve the performance of the whole UIS is the standpoint of this study.Based on the Public Goods Theory,Sustainable Development Theory,and System Science Theory,this thesis firstly analyzes influence factors related to UIS investment efficiency and establish the conceptual model of influence path of UIS investment efficiency through literature review and theoretical induction.Secondly,based on the influencing factor analysis of investment efficiency and related literature,the measurement system of UIS is designed and the evaluation indicators is presented.Thirdly,based on the conceptual model and the measurement system of UIS investment efficiency,the ANP evaluation model of UIS investment efficiency is put forward.Finally,this thesis conducts an empirical study to calculate and compare the status of UIS investment efficiency in Tianjin through the evaluation model,and proposes some countermeasures and suggestions to improve the performance of different UISs.The conceptual model of influence path,the measurement system,and the ANP evaluation model of UIS investment efficiency established in this thesis provide theoretical support for the planning and decision-making of urban infrastructure,which helps to improve the reliability of investment decisions of UISs. |
