Global warming, energy crisis and environmental pollution have become the focus ofattention of countries in the world. Vigorously promote energy conservation, development oflow-power, and low emissions as a symbol of low carbon economy will become the commonchoice of economic development. Urban public transport system helps to reduce the use ofvehicles, which ends in easing the pressure on urban traffic, saving energy, reducingemissions and pollution of the environment. Cycling is an energy-saving, environmentallyfriendly, economical and practical tool for the health of low-carbon transport, especially forshort-distance travel. In2010, when preparing for the Asian Games, Guangzhou City builtpublic bicycle and greenway greenways to promote low-carbon development, promote greenlifestyles, trying to build integrated green slowly transport system to explore public bicycletransportation system as the city ’s public transport system auxiliary facilities.The writer used literature analysis and survey methods to conduct research on the specificcircumstances of Guangzhou City public bicycles. Based on stakeholder theory, this paperanalyzed the interests of stakeholders involved in Guangzhou public bicycle managementprocess and their interest demands. The study found that the three modes Guangzhou taken tomanage public bicycles could not meet the interest demand of government, operators andpassengers and other stakeholders, so that the Guangzhou public bicycle failed to achieve theintended purpose. To this end, this paper proposed that the roles of the three key stakeholder,government, operators and passengers, should be re-positioned. First, the governments shouldtake the lead in the integration of resources and give intensify support to the development ofpublic bicycles. Second, companies need to improve operational capacity and service quality.Third, passengers should use public bicycles civilly and select the green way to travel. Theserecommendations will contribute to Guangzhou public bicycles and healthy development.
