A Study On Problems Of Shared Bicycles Management In Hefei Under The Perspective Of Collaborative Governance

With the rise of the mobile Internet and sharing economy,shared bicycles have entered the lives of people.It has provided convenience for public travel and is of great significance for solving the "last mile" of public transport and alleviating environmental pressure.However,the development of shared bicycles also brings with it many problems,such as the occurrence of indiscriminate suspension,increasing moral hazard and financial risks,affecting the appearance of the city,increasing the cost of urban management,and bringing about certain challenges and challenges to urban governance.This study is based on the perspective of collaborative governance.It uses interviews and questionnaires as the basic research method,and uses 216 shared bicycle users as a sample for a questionnaire survey.At the same time,they interviewed the leaders of the Publicity Department of Hefei City Administration Bureau,the person in charge of the Passenger Transport Administration Department of the Transportation Management Bureau,and the operations team of ofo and Mobike bicycles in Hefei to understand the use of shared bicycles,the satisfaction of the people,and the status quo of governance in Hefei,and analyzed the restrictive sharing.The bottleneck of cycling management provides suggestions for the healthy development of shared bicycles.The main content of this study consists of four parts.The first part,based on a review of the research results of shared bicycles at home and abroad,based on the theoretical and practical understanding of shared bicycles,defines the concepts of shared bicycles and shared bicycle companies,and discusses the nature of quasi-public goods for shared bicycles.Analyze and build a shared bicycle governance framework.The second part is based on the actual situation of the sharing of bicycles in Hefei,and studies the user's usage and satisfaction with governance.It analyzes the current status of the development of shared bicycles in Hefei,and summarizes the features of the population and the degree of satisfaction with the treatment.The third part,based on the investigation of shared bicycle management,analyzes the current fragmentation problem of sharing bicycles in Hefei and analyzes the reasons.First,the poor coordination of governance subjects is mainly manifested in:the internal governance functions of the government are vague,the cooperation ability is poor,the bicycle industry is disorderly,the operation and maintenance personnel are insufficient,the government and the shared bicycle companies are not well connected,and the shared bicycle users have insufficient awareness of shared bicycle protection.Sense of participation in social forces is weak.Second,the means of governance are single.At present,the sharing of bicycles in Hefei is dominated by publicity and education methods,administrative methods are lagging behind,legal means are lacking,and the sharing bicycle market is out of control.Third,the lack of governance mechanisms,the lack of governance assessment mechanisms,the hollowing out of supervision mechanisms,and the lack of access and exit mechanisms.Fourth,the governance process is not smooth.Fifth,the effect of governance is not obvious.The fourth part is the countermeasures of sharing bicycles in Hefei from the perspective of collaborative governance.Based on the analysis and research on the current status and problems of sharing bicycle management,combined with the theory of collaborative governance,the author proposes the integration of governance subjects,and explores shared bicycle companies,governments,users,and social forces to build a cooperative cycling collaborative governance model.At the same time,it uses legal means,economic measures,publicity and education methods,and other multiple governance methods to set up specialized regulatory agencies,improve the supervision mechanism,strengthen coordination and coordination,and establish a new process of joint governance,establish a shared bicycle treatment assessment system,and strengthen the effectiveness of governance.The orderly development of shared bicycles.
