Evolution And Analysis Of The Chinese Cultivated Land Protection Policy Since Reform And Open Poliy

Protecting cultivated land, is a great event for countries around the world, is especiallyimportant for China. Protecting cultivated land, in essence, is to protect the agriculture andfoodsecurity, to protect the foundation of the national economy. China’s basic nationalconditions of many people,little arable and the trend of total cultivated land decreased year byyear decided that our country must implement the strictest cultivated land protection policy.Cultivated land protection policy as a basic national policy of written law in our country, isauthority and seriousness. Since its establishment, it has made obvious achievements incontrolling the construction land expansion, promoting the stock of land use and supervision,protecting the quality of cultivated land and ensuring food safety.But with the rapid advanceof urbanization, industialization, agricultural structure adjustment and reforestation policyimplementation, the original cultivated land protection system gradually is exposed the poorcoordination, lacked of economic incentives, mechanism design unperfecting, poormaneuverability.Therefore, it is necessary to review the cultivated land protection policy.This study regards cultivated land protection policy as the object of the research,drawslessons from the domestic and foreign research results on the problem of cultivated landprotion,studys evolution of the cultivated land protection policy after the reform and openingprolicy.First, reviewing the evolution of the cultivated land protection policy in China since thefounding of new China, on the basis of sorting out the content of152cultivated landprotection policies after the reform and opening in China,combined with our countryeconomic system reform and the agricultural economy development since the reform andopening, this study divides the evolution of cultivated land protection policy after the reformand opening into five stages:policy beginning phase in1978-1985, policy development phasein1986-1991, policy consolidating stage in1992-1997, policy adjustment stage in1998-2004,policy perfecting stage since2005.Second,on the basis of understanding the structure of the change of cultivated landprotection policy after the reform and opening of China, this tuday using the method of content analysis, quantitatively researchs152cultivated land protection policy in1978-2013,and the result displays cultivated land protection policy has been formed a morecomprehensive policy system,giving priority to the directional and subservience policies,theregulative,technical,revisied,punitive,introspection policies to be complementary.Finally,Using the system economics analysis method to analyze the cultivated landprotection policy in our country, based on the system of supply and demand perspective, itanalyzes the evolution process of cultivated land protection policy, to grasp the behavior andlogic ofcentral government, local government, farmers, and to carry on the analysis of supplyand demand equilibrium of cultivated land protection, and summarizes that cultivated landprotection policy in China has obvious supply leading institutional change characteristic, hebenefit game of multiple main body provides power for cultivated land protection policychanging,"path dependence" in the evolution of cultivated land protection policy isn’tallowed to ignore.
