China’s economical system has changed from planned economic system to socialistmarket economic system since the reform and opening-up policy was being proposed to carryout in the Third Plenary Session of the Eleventh Central Committee. Along with a rapidgrowing economy, diverse sectors of economy are performing actively, especially forindividual food production and processing workshops which flourish particularly wellbecause of small size, flexible management and satisfaction for people’s basic demands.However, with the sustainable development of economy and rapid industrialization process,people improve their living standard, so they have higher requirement for the quality of foodthan before. Recently, the government not only has paid high attention to the quality andsafety of food, but also has constantly established related regulations and policies tostrengthen the supervision of food. The individual food production and processing workshopsbecome the potential problems because they are small, disordered, dirty and poor. Also, thereasons why the individual food production and processing workshops difficult to manage andsupervise are involving many different aspects, providing variety of products, rangingwidespread, possessing of particular historical culture and district characteristics andsatisfying the people’s basic demands in some extent. The individual food production andprocessing workshops in Yangchun, as a under-developed city, also are facing the samesituation in supervision for quality and safety of food. The amount number of foodprocessing factories are up to316(including224of individual food production andprocessing workshops), but only92factories get the food quality license. The percentageof individual food production and processing workshops is up to70.89in all of the foodfactories. In order to make this research paper become more valuable, it takes Yangchun forexample to study.This research apply document retrieval, survey research, general analysis, specificanalysis and comparison analysis to make a comprehensive analysis about the governmentsupervision system of quality and safety food in individual food production and processingworkshops.There are five charters in this research paper. First of all, it analyzes and states the basicconcepts and theories about individual food production and processing workshops, qualityand safety and government supervision. Moreover, it provides perfect suggestions andmethods to improve the government supervision system about the quality and safety of individual food production and processing workshops based on the analysis ofcurrent situation and experience from different countries.Innovation viewpoint:(1) This research paper takes Yangchun for example, anunderdeveloped cities among developed districts in Guangdong province, so as to exploresthe measurements about individual food production and processing workshops, quality andsafety and government supervision, which is a new attempt.(2) Combining with personalworking experience in quality supervision, the research tries to come up with more feasibleand valuable advices.
