Through theoretical analysis, the paper holds that the essence of China’sdevelopment of low-carbon economy is to maintain a certain proportion of theeconomic growth rate and the carbon emissions growth rate. Then, the paper considerthe technological progress play a leading role in promoting economic growth andrestraining carbon emissions simultaneously based on analyzing the influencingfactors of economic growth and carbon emissions.On this basis, analyzing whether the technological progress can assume thisimportant role by used empirical method verifying whether the technologicalprogress can promote economic growth and restraining carbon emissions effectivelyand simultaneously. After considering the effect of the rebound effect, the conclusionis yes-the China economic growth have technological factor and, all the same time,the technological progress can restraining carbon emissions.That being the case, the paper analyzes the degree of the technological progressto low-carbon economic continually. The result concluded that technological progresscan promote low-carbon economic definitely, but the technical efficiency is low thesociety can’t use technical conditions fully to develop low-carbon economic, whichalso indicate improving technical efficiency is an important potential to developlow-carbon economy.It is necessary to analyze the cause of low technical efficiency continually. So,the paper analyzes the factors which influence the mechanism of technologicalprogress to low-carbon economic. The factors are industrial structure, energy factors,and effectiveness of investment in science and technology, economic system reformand policy development. Finally, the paper makes some relevant policyrecommendations based on above conclusions and the facts.
