After decades of rapid development, China has built a massive national road network.How to achieve both road asset preservation and appreciation is an important current problemto be solved. In this context, it is necessary for road asset management. Take timely protection,restoration measures possible to ensure that the road and its ancillary facilities at its best. Dueto the long highway project construction and operation period, technically demanding,complex internal structure, in its whole life cycle of memory in various types of risk, roadleading to the depreciation of assets. However, risk and asset management of the highway isnot in-depth understanding.Firstly, according to highway project, highway project risk management systematicallyelaborated. Pointed out that various risk factors should be considered in the whole life cycleinternal Highway Project. Including man-made risks caused by human factors, environmentalrisks caused by environmental factors.Secondly, the use of multi-level fuzzy comprehensive evaluation model and dynamicmodel of utility theory of risk-based, hierarchical analysis model, respectively, the risk ofhuman and environmental risks were quantified. Establish a classification of different riskfactors.Finally, based on our highways asset management problems and shortcomings, this paperproposes a strategic framework for road asset management and established a three-tier systemof highway asset management.That is Enterprise,Program and Project.Risk-based highway project management, objectively reflect the state highway assets.It can have a predictive and pertinence of highway asset management planning, making thehighway asset management in the strategic management system.
