| After China entered the 13 th Five Year Plan period,the state vigorously developed the public-private partnership model,namely PPP model,which can provide effective and fast investment and financing methods in the field of infrastructure and public services,reduce the government’s financial pressure,meet the needs of public infrastructure construction and improve the efficiency of capital investment management.At the same time,the state has successively issued several policies to guide the practice of PPP mode,which has accelerated the transformation of the field of public infrastructure from full investment and operation of the government to market-oriented franchise of social capital.In recent years,PPP mode has been vigorously promoted in the field of highway construction in China.However,in the process of participating in the PPP project of highway engineering,the social capital party may bear many uncertain risks,mainly referring to the risk events that cannot be predicted in advance at the time of signing the agreement,and there is no clear agreement on the risk bearer and sharing proportion.In addition,the probability of risk events and the losses caused by them are uncertain.From the perspective of social capital management,this thesis studies the whole life cycle of PPP project.First,systematically study the relevant theories of the PPP model,including risk sharing theory,public product theory,principal-agent theory,and stakeholder theory,in-depth understanding of project management related knowledge under the PPP model,and proficient in risk management theory and project life cycle theory.It lays a solid theoretical foundation for further research on risk management of highway PPP projects.Secondly,a large number of related literatures on highway PPP projects and risk management are reviewed,the research status of PPP mode and risk management related fields at home and abroad is sorted out,and the general mode of highway PPP project risk management is summarized.The specific process.Finally,start the thesis writing work.This thesis takes the CF highway PPP project as the research object and the project risk management as the research direction,aiming at insufficient identification of project risk factors,the inaccurate project risk assessment,lack of pertinence in project risk response measures,and difficulty in guaranteeing the rights and interests of multiple parties in the project implementation process.For practical problems,using the brainstorming method,flow chart method,and WBS work decomposition method to identify risks in the entire life cycle of the project from the six stages of preparation,financing,design,construction,operation,and handover.Using the Delphi method and the risk matrix method,through the two dimensions of the possibility of risk occurrence and the degree of impact on the project,analyze and evaluate the importance of each risk factor,and classify the project risk level.Putting forward specific response and monitoring measures for the main risks of each stage of the PPP project,so that the Project risks are effectively controlled.This thesis studies the risk management of highway PPP projects in the whole life cycle from the four processes of risk identification,risk assessment,risk control and risk response.It summarizes relatively comprehensive risk factors,establishes a risk assessment system for highway PPP projects,and provides a practical and effective wind direction response and monitoring plan can provide reference and reference for the project risk management of social capital in my country’s highway PPP projects. |
