City, the center of politics, economy, culture and education of different countries,plays vital role in the contemporary society. As the increasing development ofglobalization, marketization and network, the competition among countries lies incities other than countries themselves. To some extent, a country’s future and itsposition on the world stage rely on the development of cities. It is a new challenge fortraditional urban management paradigm to handle the complex and ever-changingissues in cities.Since the implementation of reform and opening up policy and socialist marketeconomy system, there have been great changes in urban society. The urbangovernments are under immense pressure in terms of rapid changes of social structure,growing circulation of population factors, industry factors and other product factors. Ithas become the key of urban governance to improve methods of urban governance,build scientific and reasonable urban governance system and promote sustainabledevelopment of city.The problems of city management in our country are manifested in the followingaspects: highly centralized management paradigm of government in the context of theplanned economic system; management paradigm of economy supremeness based onurban management theory; transportation,housing and other unsolved social issues inthe period of social transition. The reasons of above problems lie in restrictions ofplanned economic system and inadequate mechanism between central and localgovernment; the shortage of participation awareness of the public and the lack oftheoretical attainment of governance among government officials; complexcontradictions and issues in the period of social transition. Thus, based on the theoryof corporatism and good governance, this thesis mainly studies the transition andconstruction of urban governance system with Chinese characteristics whichcombined with government, enterprise, non-profit organization and citizen and othersubjects in order to realize urban governance paradigm transition from a traditionaland singular way to a cooperative way.
