In this paper, selection of datong city, Shanxi Province as theresearch object, through the analysis of the characteristics of datongcity and demolition case, think of the government in urban demolition ofthe main problems are: the functions of the government offside,malposition and absence, the lack of interests distribution mechanism,unreasonable compensation and resettlement for the demolition, the maincause of the problem is: the arbitrariness of the city planning, publicinterest and private interest projects division arbitrariness,compensation price of power, the government administrative intervention,the government abuse of demolition failure in administrative adjudication.Based on the relationship between government and market, government andsocial reconstruction, summed up the government function orientation inthe urban dismantlement, city government functions under the backgroundof open weave new forms mainly include economic function, social functionand the functions of the three aspects of public service, and finally fromthe supply of public goods, strengthen the government strengthen the linkof communication between stakeholders, to strengthen the governmentsupervision and control functions and innovation of the existing socialsecurity system in four aspects proposed the government functionorientation in the process of demolition and reconstruction.
