The Problem And Countermeasure About The Social Security For The Landless Peasants

Since the The Third Plenary Session of the Eleventh Central Committee, theprocess of china’s industrialization and urbanization begins to accelerate. Particularlyin the21st century, the growth rate is even more rapid. In this process, part of theagricultural land becomes non-agricultural land. Those land-lost peasants, are neitherfarmers nor city dwellers. Therefore, a new term along with the formation of newgroups emerged-land-lost farmers. With the accelerated process of urbanization,increasing demand for non-agricultural land is faced with requisitioned land. thetraditionally protection of elderly farmers which take the land security as mostimportant are weakened. In addition, here comes the lack of rural social old-agepension system, compensation for land expropriation, imperfections of the placementsystem, poor reemployment and the weak reform of the household registration system.Therefore, the problem "farming without land, employment free of job, securitywithout means, entrepreneurship without money" are more evident.In this paper, the method of literature analysis, comprehensive conclusion,comparative analysis and comprehensive analysis are used. Based on the lack ofold-age security among land-lost farmers nationally, we need to understand the reason,to point out the common problems consequently, to analyze those problems andfinally to make a proper research which provides perfect solutions.The first part of the paper is the foreword introducing the background of thedissertation and introducing the generation of landless peasants and the deficit oftheir endowment insurance system elaborating the important theoretical and realisticmeaning of the dissertation. The second part elaborates the relevant concept beingstudied in the text, e.g the concept of landless peasants social securityurbanization,etc. Meanwhile briefly introduced the relevant theory. The third partincludes chapter three chapter four and chapter five briefly introduced the emerge anddefinition of landless peasants. The fourth part is the core of the whole dissertation indicating the countermeasure andsolutions to the problem of the endowment insurance system for landlesspeasants.Innovation of this paper are: to suit China’s national conditions as the baseand Central’s harmonious society, we should deepen reforms comprehensively,build a will-off society regarding the strategic decision, make the comprehensiveanalysis and research and propose forward-looking strategies. All of this is to ensurethe realization of social fairness and justice and the contribution of the reform amongfarmers, particularly the land-lost farmers.
