In the recent years, the process of urbanization is accelerating fast and theurban population is increasing in a high speed as well. However, the per capita income relatively low comparing with the high commercial housing price.Thus the house price has become an issue plaguing most people, especially those low-income earners. To ease this problem, our central government puts forward the Policy of expanding theconstruction of indemnificatory to solve thelow-and-middle-income families’ housing problems, aiming to build36millionindemnificatory houses during the twelfth Five-Year Plan. But there exist manyproblems in management and technology during the construction process of those houses. As a result, plenty of question indemnificatory were produced. Therefore, how to ensure the sustainable development of indemnificatory housingis very important in solving the housing problem of low-income families. The construction of indemnificatory housing in Xiamen City, which is at the prior of China, is taken as the object of this research to promote the realizationof the sustainable development of indemnificatory housing.Firstly, on the basis of the sustainable development’s connation, characteristics indetails,and analyze the management and technique of the construction forindemnificatory housing in Xiamen,26belong to the management and25of them areabout the technique were identified after literature reading and counseling.Theformer are categorized into admittance management, distribution management, exitmanagement, operation management, while the latter are divided into housing design,construction technology, project location, and community planning.Secondly,averaging method was used to get the importance of management factorsand technical factors from the opinions of experts and residents.Analyse the experts’and residents’ views,10major management factors and9technical factors were getwhich affect the sustainable development of affordable housing.It was find thatamong the factors of management factors, experts thought the execution system was the most important,"the justice of distribution of affordable housing,the justice ofdistribution method" got the hightest points;Residents pay more attention to benefitsat hand that can get directly,"the rent or price of affordable housing"got the hightestpoints. Among the factors of technical factors,residents thought "the trafficconvenience" was the most important,while experts perfer "the quality control ofconstruction of affordable housing ".At the same time,based on factor analysis,9common factors of management factors and7common factors of technical factorswere extracted,then after regression analysis,5management factors and5technicalfactors that affect the sustainable development of affordable housing were obtained.At last,synthesize the major factors and the top5factors got from regressionanalysis,we got13key factors of management aspects and10key factors oftechnical aspects,combine questionnaires and reference advanced experience fromHong Kong and Singapore,we propose management and technical strategies forsustainable development.Take Yangtang for example, the sustainability of technicalkey factors was more better.
