In recent years, along with the urbanization of China’s rapid development, theinvestment from government in urban infrastructure construction has been going upsteadily, which plays an irreplaceable role in economic and social development. Withthe rapid growth of urban infrastructure investment, it brings some issues that cannot beignored, such as the low investment efficiency, investment decision-making faults andother phenomena. That is to say, our urban infrastructure investment exist seriousproblems. Therefore, based on the latest research findings that related infrastructureefficiency evaluation theory and evaluation methods at home and abroad, this thesisanalyzed the key influencing factors of infrastructure project investment efficiency,andexplored how to evaluate urban infrastructure project investment efficiency.Firstly, the thesis elaborates the theories involved urban infrastructure investmentefficiency, and develops qualitative analysis about the effects of3E theory,principal-agent theory, stakeholder’ theory, low-carbon economy theory and sustainabledevelopment theory on the investment efficiency in urban infrastructure. Secondly,investment efficiency evaluation system and the SDEA-Malmquist model areestablished to analyze investment efficiency. And it elaborates the evaluation processand analyzes the applicability of SDEA-Malmquist model.Then, the thesis selects the Heilongjiang Province as the research object. On theone hand, the SDEA model is used to calculate12cities in Heilongjiang province from2005to2012, overall efficiency, pure technical efficiency, scale efficiency and S valuesfrom static perspective, whose results show that urban infrastructure investment projectsin Heilongjiang Province is relatively effective and has better stability, but the efficiencyof investment in infrastructure projects is various depending on different cities. On theother hand, according to the Malmquist index, the thesis calculates TFP index,efficiency changes index and technical progress index from dynamic perspective, andanalyzed the evolution of inter-urban infrastructure investment efficiency. The resultsshow that overall efficiency is consistent with the comprehensive efficiency values andin recession. The average TFC index fluctuates up and down within a narrow range. Theefficiency between different cities is different due to changes in the efficiency index andthe index resulting from technological advances.Finally, based on the empirical analysis, the thesis puts forward some policyrecommendations about improving the efficiency of investment in urban infrastructure,so as to provide the reference for the governments and relative departments makingreasonable investment in urban infrastructure and decision-making in the future.
