With the acceleration of Chinese urbanization, great development has been made inconstruction industry in recent years. While compared with the developed countries,Chinese construction industry is still on the initial stage of industrial development. Atthis stage, the role played by the policy of construction industry in the development ofthe Chinese construction industry cannot be ignored. The construction industry policy isthe fundamental guarantee to guideline and accelerate the development of theconstruction industry. Therefore, being aware of the effect of industrial policy on theconstruction industry will help to guide the healthy and sustainable development of theconstruction industry and provide decision criteria for policy making and modificationof next phase.Based on studying the relevant essays and theories of evaluation of industrialpolicy, this essay has built the comprehensive indicator system to evaluate the effect ofregional building construction policy. On the one hand, the essay adopts the entropymethod to determine the index weight and makes an assessment of the effect by policyimplementation through a fuzzy optimization model, from the perspective of time,examining the outcome of implementation of regional policy of construction industry byquantitative analysis. On the other hand, indicators of different regions are comparedand assessment is made to the implementation effect of regional construction industrialpolicy, by indicator analysis of comprehensive indicator system from the perspective ofdifferent regions. The final evaluation conclusion is got based on time axis and regionaxis.Last but not the least, through the method mentioned above, the statistic data ofconstruction industry in the latest10years of Chongqing are chosen for the analysis ofthe construction policy evaluation. It turns out that the construction policy has played akey role in the development of the construction industry in Chongqing althoughdeficiency exists partially. Meanwhile, suggestions of modification are providedaccordingly.The first part is the introduction, introducing the background, purpose, scope,methods, related concepts content and technical route of this research.The second part is research progress at home and abroad. This essay concludes theresearch progress home and abroad from three perspectives in terms of the debates of industrial policy validity, the industrial policy evaluation and the evaluation of policy ofconstruction industry, raising the thesis based on reviewing the previous researches.The third part is the theories and methods of implementation of the regionalconstruction industry policy evaluation. Firstly, introducing the theoretical principlesand standards of evaluation; then, methods of evaluation theory were analyzed; finally,concluding theory and evaluation methods of the regional construction industry policyand establishing a comprehensive system.The fourth part is the empirical analysis of the implementation of constructionindustrial policy in Chongqing. First, the relationship between the development and theconstruction industrial policies of Chongqing are analyzed; then the above evaluationtheories and methods are applied to the evaluation of industrial policy implementationeffect on the construction in Chongqing from both time axis and space axisperspectives.The fifth part provides the comparing results and suggestions, analyzing theconclusion vertically and horizontally and offering proposals of policy optimization.The six part contains the conclusion and outlook, summarizing the thesis andviewpoints, emphasizing the conclusion of the essay and pointing out the deficits of thetherein.
